TAXES TO BE PAID BY NON-RESIDENTS
The main taxes that can affect foreign persons not resident in Italy are:

- the individual person's income tax (IRE)
- the county tax on fixed assets (ICI)
- the taxes levied on fixed property passage and transferals (IVA, Registro)
- inheritance tax
- the city's tax on collection of garbage (TARSU).

Taxes on fixed assets
The fixed assets (land and buildings) that are situated on Italian territory are considered to be producing income, even though not rented out, and are subject at the same time to various taxes:
- income tax (IRE);
- city's tax on possessions (ICI);
- city's tax on garbage collection (TARSU);
In case of transferal of ownership, they are also subject to these taxes:
- if the transferal is caused by death (inheritance), to the inheritance taxes and the expenses related to real estate (Imposta di Registro, Imposte Ipotecaria [morgage fees] e Catastale);
- if it happens because of a sale contract among living people, to the taxes on property transfer (IVA [VAT/Sales tax], Imposta di Registro, Imposte Ipotecarie [morgage fees] e Catastali).

Property Rent
In case the property is rented, the rental contract (even if only verbal), whatever the amount might be, has to be registered at the Ufficio del Registro.
The Registro tax is 2% of the annual rent.
